How the 2026 NDIS Budget Reforms Change Plan Management Options for Families

Understanding the new NDIS rules helps families manage plans with confidence

The Australian Parliament passed the Securing the NDIS for Future Generations Act on 19 August 2026, and some changes are already in effect. For families using NDIS support services in Melbourne, the big question is how funding rules affect self-managed and plan-managed participants.

Plans continue as usual for now, but key dates are approaching.

What Is Already in Effect

Only participants, plan nominees, or child representatives can request an early plan reassessment, and only after a significant, ongoing change.

The Minister now makes NDIS pricing determinations, though there are no immediate changes to pricing.

Key Dates for Your Budget

From 1 October 2026: budgets for social, economic and community participation and improved daily living skills reduce over 12 months as plans are reassessed. Help with eating and drinking, education, employment, and disability-related health supports is not affected.

From December 2026: claims must be submitted within 90 days of delivering a support.

From February 2027: plan renewals replace continuations, and unspent funds are not carried over.

From October 2027: a panel of plan management providers begins, with a six-month transition.

What It Means for Your Family

Self-managed: keep records of supports and payments for three years, and claim promptly. You may need to repay funding you cannot show was used correctly.

Plan-managed: your plan manager handles claims, so ask how they will meet the 90-day rule and what the new panel means for you.
